Russell Alwell

Russell has lived and worked in Turks and Caicos for over 25 years and has been privileged to seethe island grow and develop. From 1996 to present, Russell invested in and grew CASL from a sole practice to the thriving business it is today.

A graduate of South Bank University with a degree in Quantity Surveying and a Professional Associate of the RICS, Russell worked with CBRE in London for 6 years before moving to Turks and Caicos to work with Construction Advisory Services.

Russell is also a RICS Registered Valuer, an Assessor of Professional Competence for the RICS,and a regular participant and chairman in professional assessment panels for both construction,appraisal and valuation disciplines. He had also been selected by the Turks & Caicos Islands Government to present at their sponsored training programs for local construction companies.

His notable and recent projects include Paradise Found, Antigua and Barbuda ($20 million USD);Little Bay and Carr’s Bay Montserrat ($250 million USD); Mandarin Oriental Dellis Cay ($650 million USD) and Four Season Grenada ($500 million USD).


Christopher Docherty

Christopher has worked in the Caribbean for since 2004, both in the surveying and banking sector, giving him a unique skill set and specific expertise in overseeing and management of investor funding, co-ordination and monitoring of large scale commercial projects, and achieving project timeline and budget.

Formally with BCQS in Turks and Caicos, Chris was the company’s youngest ever Director and with responsibility for the opening of the fifth BCQS office in the region and the first in the Eastern Caribbean dollar countries.Responsible for the profitable operation of the business and reporting directly to the Shareholders, Chris also developed and improved bank reporting systems related to the real estate and construction lending sectors.

He then joined CIBC First Caribbean International Bank as Director of the Property Sector Division, Credit Risk Management Department at a US$10 billion book bank. Chris was exclusively responsible for writing and upholding the bank’s Valuation and Construction Loan (Fund Monitoring) Policies; oversight and the management of staff;writing seminars and providing education and training; and maintenance of bank panel of external consultants.

Chris is a graduate of Kingston University with a degree in Quantity Surveying and a Fellow Associate of the RICS since 2013.He has been a moderator/ panel member at a number of RICS conferences,board member of RICS Barbados chapter,expert advisor to the Eastern Caribbean Appraisal Institute steering committee member of 2015 RICS Summit of The Americas, Los Angeles, California and has published numerous industry articles for regional and international publications


Ian James
Head of Valuations

Ian is a Chartered Surveyor and RICS Registered Valuer with over 25 years of experience in property valuation and building surveying. He began his career in private practice in the southwest of the UK but went on to work for international and regional firms in Hungary, Kazakhstan and the British Virgin Islands with pan Caribbean reach.

Returning to the UK for the past ten years Ian worked for one of the largest survey and valuation firms in the UK as Area Director for the southwest region in charge of a team of surveyors ensuring RICS best practice was followed to produce quality compliant reporting.

Returning to the Caribbean as Head of Valuations based in the Turks and Caicos Islands, he brings with him extensive international valuation experience combined with a detailed knowledge of RICS best practice to provide an unparalleled service to clients across the Caribbean region whether they be banks, lending institutions or private clients alike.


Michael Sankar

Michael is a Commercial Management graduate from London South Bank University and an experienced Quantity Surveyor with 20 years hands-on site experience in civil, infrastructure, new builds and renovation projects.

Having worked with high end resorts, civil contractors, developers and individual home owners, his experience has covered a wide range within the public and private sector, where he has played a key role in cost planning, procurement and post contract services.

Michael co-founded Foresight Property Management & Consultancy Services in St Lucia in 2022, and connected with Intersurv in 2023 as a Project Quantity Surveyor, where he has since expanded his services to the wider market through Construction Advisory Services in The Turks & Caicos Islands.


Keegan Preville 

Keegan Preville is a Certified Property Valuer with twenty years’ experience in both the public and private sector.

Keegan specializes in residential and commercial real estate valuations for lending institutions, legal firms, private and government agencies and regularly attends International Valuation Standards sessions to ensure that current and quality output is met. 

In 2005, Keegan started his career at the Inland Revenue Property Tax Valuation Division in St. Lucia, where his interest in becoming a valuation surveyor grew. After receiving a number of valuation certifications along his journey, Keegan obtained his RICS accredited degree from University College of Estate Management in Real Estate Management (Valuation Surveying) and Certified Property Valuer accreditation with The Australian Valuers Institute.

Thereafter, Keegan co-founded Foresight Property Management and Consultancy Services in 2022 and remains the Director of Valuations for the Institute of Surveyors St. Lucia Inc., contracted as an External Reviewer for Bank of St. Lucia Ltd. and a former Jannou Credit committee member for approval of loan applications with a particular interest in mortgage loans.

Whilst remaining a Director of Foresight Property Management and Consultancy Services in St. Lucia, Keegan connected with the Intersurv Network Partnership in 2024 and, as lead Valuation Surveyor, has expanded his services in the wider market through Construction Advisory Services in the Turks and Caicos Islands, with a view to improving client interactions, creating simple seamless experiences for the end-user that highlight the companies’ goals and objectives.


Kent S. Kerr

Kent has been involved in the commercial real estate field in the Caribbean region for more than 30 Years. Currently he is the Director of The Caribbean Services for Caribbean Real Estate Consulting (2025). Prior to his most recent transition Kent was a Director at LAC Real Estate Consultants and held the same positions previously with NAI LAC, Aguirre Newman America and CBRE Latin America and the Caribbean, which equates in total to an additional 19+ years of combined experience.

His experience, knowledge and expertise in cross-border markets and various industry sectors within the Caribbean Region is unmatched, consulting in numerous resort and second home residential projects, and driving the marketing, sale and acquisition of assets totaling more than US $600 million during his career.

Kent’s notable clients have included Charles Schwab; G.E.; AT&T; Marriott; IBM; Standard Chartered; U.S. Department of State; United Nations; Deutsche Bank; Procter & Gamble; CIBC Caribbean; RBC, FedEx; T-Mobile, Bear Stearns; Caribbean Property Group; Credit Suisse; Ford Motor Company. 

Kent received his B.B.A from Florida International University in Finance and International Business, and is a Member Royal Institution of Chartered Surveyors (MRICS).
